What is a Prior Learning Assessment?
A Prior Learning Assessment (PLA) is a formal process that evaluates whether your education and professional experience are substantially equivalent to the standards required to work as a Medical Laboratory Technologist (MLT) in Canada.
Through this process, CAMLPR reviews your academic credentials and work experience to determine if your knowledge, skills, and professional competencies meet the level of competency, safety, and professionalism expected in Canada.
You do not need to have the exact same education as someone who completed an approved Canadian program, but you must demonstrate that your learning and experience are substantially equivalent. This means your background should prepare you to perform the same duties, to the same standard, as a Canadian-trained MLT.
During a PLA, a CAMLPR Credential Assessment Specialist conducts a comprehensive evaluation of your qualifications, including:
- Assessing your academic credentials, work experience, and professional certifications
- Comparing your qualifications to Canadian MLT standards to determine substantial equivalency
- Providing a PLA report
Who should complete a Prior Learning Assessment?
You will need to demonstrate substantial equivalence through a Prior Learning Assessment before you can be approved to write a CAMLPR field-of-practice exam if you are in any of the following categories:
- Internationally Educated Medical Laboratory Technologists (IEMLTs): Individuals who have completed their medical laboratory technology/science education outside of Canada and are seeking registration to practice as MLTs in Canada.
- Applicants with Non-Traditional Education: Applicants holding non-traditional academic qualifications (e.g., BSc, MSc, PhD) related to medical laboratory technology/science and who are pursuing entry-to-practice registration in Canada.
- Canadian-Educated Applicants with MLT Education that completed their education over 24 months ago: Graduates of CAMLPR-approved Canadian medical laboratory technology/science programs who are pursuing entry-to-practice registration in Canada and did not attempt first national exam within 24 months of completing a CAMLPR-approved Canadian medical laboratory technology/science program. (Applicants who completed their CAMLPR-approved program within 24 months of their exam date follow a different pathway that does not include a PLA).

Which fields of practice are assessed in a Prior Learning Assessment?
Prior Learning Assessment (PLA) is available for the following fields of practice:
- Clinical Chemistry
- Hematology
- Clinical Microbiology
- Transfusion Medicine (Science)
- Histology
- Cytology: Gynecologic Cytology and Non-Gynecologic Cytology
- Cytogenetics
- Molecular Diagnostics
You may apply for a PLA in fields matching your education and experience. Applications in fields where you lack background are unlikely to demonstrate substantial equivalence.
If your PLA determines that your education and experience in a field of practice is substantially equivalent to a CAMLPR-approved MLT program, you will be granted eligibility to write the corresponding field-of-practice exam.
If gaps are identified during your PLA, you will be required to complete an Education Plan.
Before you apply for a Prior Learning Assessment
The PLA is a significant investment of time, effort, and money. A PLA can take several months to complete (see current timelines) and requires you to gather extensive documentation. In addition to the CAMLPR PLA fee and account creation fee, you may need to pay fees to external organizations for related services like transcripts, a credential evaluation report, and language testing.
If your education and recent work experience do not meet Canadian standards for MLTs, including proof of practice within the required time frame, the PLA will likely result in an Education Plan before you are granted eligibility to write a CAMLPR Field-of-Practice exam. The plan may require individual courses, a bridging program, or a full MLT program, which can take months to years to complete and involve additional tuition costs.
Education
A strong educational background is essential for professional success, providing individuals with the necessary knowledge, skills, and expertise in their fields. The PLA evaluates applicants’ educational credentials and professional qualifications. This rigorous assessment is part of ensuring that candidates meet the required standards before demonstrating their competence in practice. By maintaining these high standards, regulators help safeguard public interest and uphold the integrity of the profession.
Medical laboratory technology/science is a demanding field that requires extensive training, including classroom instruction, hands-on laboratory experience, and supervised clinical or simulated practicum. Most CAMLPR-approved MLT education programs are between two and four years in length, leading to a diploma or bachelor’s degree. The Medical Laboratory Technology program at Nova Scotia Community College (review the curriculum here) exemplifies the comprehensive education that MLTs receive. The program exceeds 1,500 hours over three years.
When assessing your own preparation, consider the depth and intensity of your training.
Compare your prior education and clinical experience with the duration and structure of Canadian programs. If your training meets or exceeds CAMLPR-approved Canadian requirements, you may not need to enroll in a full medical laboratory technology/science program, though you might have specific knowledge gaps that require an Education Plan. However, if your preparation falls short of Canadian standards, an Education Plan will be necessary. The CAMLPR Prior Learning Assessment process will determine the scope and complexity of this plan.
Recency of Practice
Recency of practice for a Prior Learning Assessment can be met in two ways:
- Completion of coursework and clinical practice within the last five (5) years.
- Practice as a Medical Laboratory Technologist in a recognized setting for at least 1,200 hours in the last five (5) years.
The five (5) years for recency of practice is calculated from the date that all the following requirements are fulfilled:
- Your PLA fee payment has been received.
- You have uploaded all required PLA documents that you are responsible for providing in the Applicant Portal.
- You have requested that all required third-party (external) documents be sent directly to CAMLPR.
- You complete the Confirm PLA Documents survey in the Applicant Portal.
Will I need to complete an Education Plan before I can write an exam?
If your education and experience do not match CAMLPR-approved standards, your PLA Report is likely to require that you complete an Education Plan before you are granted eligibility to write an exam.
This information is for guidance only and does not guarantee your PLA outcome. The PLA result is based on a full, formal review and considers multiple factors to determine the outcome.
You will likely need to complete an Education Plan if any of the following applies:
- You did not graduate from a CAMLPR-approved medical laboratory technology/science program that awarded a diploma or degree.
- You completed a non-traditional MLT education program (e.g., BSc, MSc, PhD) related to medical laboratory technology/science.
- Your MLT education program was not comparable in length or in total classroom and laboratory hours to a CAMLPR-approved program. Examples of approved programs are:
- Michener Medical Laboratory Science Advanced Diploma: 3 years of full-time education, including 20 weeks of clinical placement
- BCIT Medical Laboratory Science Diploma: 2.5 years of full-time education, including a 35-week clinical placement.
- Nova Scotia Community College Medical Laboratory Diploma: 3 years of full-time education, including at least 6 clinical practicums
- Your curriculum did not cover all the fields of practice in which you plan to work.
- Your education program did not include supervised clinical practice in each field of practice for which you plan to work.
- You did not practice as a Medical Laboratory Technologist for at least 1,200 hours in the last five years. (This applies to applicants who did not attempt their first national exam within two years of completing a CAMLPR-approved program.)
How do you apply for a Prior Learning Assessment?
- Create a CAMLPR Flexible Pathways Account to access the Applicant Portal.
- Complete the Self-Administered Readiness Assessment. After creating your account, you will complete a mandatory self-assessment to help you evaluate your readiness for registration in your selected fields of practice. This assessment is for your information only, as CAMLPR will not evaluate it as part of your prior learning assessment (PLA). Once you confirm completion of the Self-Administered Readiness Assessment, you will have access to the Apply for Prior Learning Assessment section in your CAMLPR Flexible Pathways account.
- Review the PLA requirements. You will need to request and provide documentation related to your education, work experience, and language proficiency (in English or French)
- Decide if you are ready to apply. Use the results of your self-administered readiness assessment and the PLA requirements to decide whether you are prepared to begin the formal PLA process.
- Initiate your PLA application. Once you have reviewed the requirements and are ready to proceed, you can complete the Apply for Prior Learning Assessment survey and pay your PLA fee through the Applicant Portal. During this step, you will indicate which fields of practice that you plan to work in. Your PLA will evaluate your education and experience in these fields.
- Request required external documents. Contact the appropriate external (third-party) organizations to send documents directly to CAMLPR. You should begin collecting your documents as early as possible and contact the organizations directly to understand their processing timelines.
- Upload applicant-provided documents. Upload the documents that you are responsible for providing directly to the Upload Documents and View Case section in the Applicant Portal. You do not need to upload copies of documents that must be provided by third parties; these documents will only be accepted for review if they are provided directly by the external organizations.
- Confirm completion of document requests and uploads. Complete the Confirm PLA Documents survey that will appear on your Home page.
There are non-refundable fees associated with account creation and the prior learning assessment application. For more information, see Fees.
What happens after your Prior Learning Assessment documents are submitted?
Once you’ve submitted your PLA application and required documents, CAMLPR begins a two-stage review process.
File completion review. CAMLPR will confirm that you have uploaded all documents you are responsible for. CAMLPR will also monitor for external documents you have requested, such as a WES report. These external documents may take several weeks to reach CAMLPR. If any documents are missing, CAMLPR will contact you by email.
Substantial equivalency review. Once all documents have been received, CAMLPR will begin evaluating your PLA file for substantial equivalency to CAMLPR-approved programs. This stage typically takes several weeks. You will receive an email from CAMLPR when your PLA report is available in the applicant portal.

Required Documents
Applicants who need to undergo a Prior Learning Assessment (PLA) are required to provide CAMLPR with documentation related to their education, work experience, and language proficiency. Most documents must be sent directly to CAMLPR from issuing institutions or organizations.

Credential Evaluation: If you were educated outside of Canada
You must request a credential evaluation to authenticate your academic credentials. This requirement applies to all applicants who:
- completed their MLT education outside of Canada (internationally educated MLTs)
- completed programs related to medical laboratory science (non-traditionally educated applicants) outside of Canada
The credential evaluation must be conducted by World Education Services (WES).
Only the WES Course-by-Course International Credential Advantage Package (ICAP) evaluation, which includes verified transcripts, will be accepted.
Submission method: Please follow the WES Online Application Submission Instructions to ensure your documents are delivered correctly.
Canadian Credential Evaluation: If you were educated in Canada
You must request that your transcripts be sent directly to CAMLPR. This requirement applies to all applicants who:
- completed programs related to medical laboratory science (non-traditionally educated applicants) in Canada
- completed a a CAMLPR-approved medical laboratory technology/science program within Canada but did not attempt first national exam within 24 months of program completion
Submission method: Please follow the Transcript Requirements to ensure your documents are delivered correctly.
Employment Verification
If you did not attempt your first Canadian national MLT exam within 24 months of completing a medical laboratory technology/science program (CAMLPR-approved or international program), you must demonstrate recency of practice to be considered substantially equivalent to Canadian standards. Recency of practice can be demonstrated through evidence of employment in medical laboratory technology (for example, working as a medical laboratory technologist outside Canada).
Please note: Clinical education (also called a practicum, clinical placement, internship, field placement, clinical rotation, or preceptorship) completed as part of your medical laboratory technology/science education program is not considered employment experience, even if you received payment for it. Only experience obtained after you are registered or employed as a medical laboratory technologist counts as employment experience for this requirement.
If you have medical laboratory technology employment history
If you have employment history in medical laboratory technology in the last five (5) years, the laboratory where you have practiced must submit an employment verification letter with the following requirements:
- Follow the CAMLPR Verification of Employment template.
- Include the following details for the most recent five (5) years of practice:
- Employment period (MM/YYYY to MM/YYYY) of MLT practice with the laboratory.
- Fields of practice (departments) in which the applicant practiced as an MLT.
- Detailed list of laboratory tests or procedures performed by the applicant.
- The equipment or methods used to perform these tests.
- The specimens that were processed.
- The frequency of testing performed by the applicant.
- The number of samples the applicant processed (weekly).
- The verification of employment letter must be on official institutional letterhead.
- Must be signed by the official laboratory representative.
Submission method: Please request that your official laboratory representative (employer) send the letter as a PDF attachment to documents@camlpr.org from an official institutional email address. The email and letter should include your full legal name and CAMLPR ID (if available) to identify you as the applicant.
If you have no medical laboratory technology employment history
If you have no employment history in medical laboratory technology in the last five (5) years, please upload a statement of no employment in the Upload Documents and View Case section. The statement should
- Declare that you have no employment history in medical al laboratory technology in the last five (5) years.
- Include your name, signature, CAMLPR ID, and date of the statement.
Submission method: After you apply for a PLA in the CAMLPR Flexible Pathways Applicant Portal, you will be able to upload your statement (PDF preferred) in the Upload Documents and View Case section.
File naming and size: Please use the following format for the filename: LastName_FirstName_Statement_of_No_MLT_Employment. Limit the file to a maximum of 5 MB.
Letter of Regulatory Standing: Proof of Professional Registration, Licensure, or Certification
If you have ever been registered, licensed, or certified with any health profession regulatory body, the institution must submit a Letter of Standing with the following requirements:
- Follow the CAMLPR Letter of Regulatory Standing template.
- The Letter of Regulatory Standing must be on official institutional letterhead.
Submission method: Please request that the regulatory body send the letter as a PDF attachment to documents@camlpr.org from an official institutional email address. The email and letter should include your full legal name and CAMLPR ID (if available) to identify you as the applicant.
Proof of Language Proficiency
All PLA applicants must demonstrate language competency in English or French by meeting the requirements outlined in CAMLPR’s Language Policy (I-03).
As part of your PLA application, you must indicate whether you have met the language proficiency requirement:
- If you have already met the requirements, you must request forms of evidence that meet the language requirement listed in CAMLPR Language Policy (I-03).
- If you have not yet met the requirement within the CAMLPR Language Policy, you must upload a brief statement explaining how and when you intend to meet it (for example, plans to complete an approved language assessment).
In all cases, the language proficiency requirement must be met before you can be granted eligibility to write the exam.
What language do I need to demonstrate proficiency in?
The required language depends on where you plan to register and work as an MLT:

What can I provide as proof of language proficiency?
The only forms of evidence that meet the language requirement are listed in CAMLPR Language Policy (I-03).
The following evidence does not meet the Language Policy requirements. These are common examples of non-accepted documents and do not represent an exhaustive list. CAMLPR does not accept:
- X Completion of a diploma or degree program outside Canada, even if English/French was the language of instruction
- X WES (World Education Services) report that indicates the language of instruction
- X High school (secondary) education in English or French
- X Short courses, certificates, continuing education, or professional development in English or French
- X Canadian post-secondary diploma or degree programs that are not CAMLPR-approved or are less than two years in duration
- X Scores from non-approved language proficiency tests, or from approved tests that do not meet the minimum scores
- X Work experience or residency in an English- or French-speaking environment
- X Letters, attestations, or self-assessments of language ability
Submission method: If you are meeting the language competency requirement through an approved language proficiency assessment, please request that the language testing organization:
- Send the results from an official institutional email.
- Send the results as a PDF attachment to documents@camlpr.org.
CAMLPR must receive your language test results within two years of the date you took the assessment.
Confirmation Notices from External Organizations
If you are required to request documents from external (third-party) organizations—such as WES, language testing agencies, employers, or regulatory bodies—you must upload confirmation notices, reference numbers, or receipts that show you have requested the applicable documents be sent to CAMLPR.
Submission method: After you apply for a PLA in the CAMLPR Flexible Pathways Applicant Portal, you will be able to upload supporting documents (PDF preferred) in the Upload Documents and View Case section.

Curriculum Vitae (CV) / Résumé
All PLA applicants must submit a Curriculum Vitae (CV) / résumé that details their professional and academic history. The CV should include a list of MLT related duties performed. The applicant may use the Resume/CV template. The CV must meet the following requirements:
- Follow the CAMLPR CV template information categories. If you use your own template, it must contain the same information as in the CAMLPR template.
Submission method: After you apply for a PLA in the CAMLPR Flexible Pathways Applicant Portal, you will be able to upload your Curriculum Vitae (PDF preferred) in the Upload Documents and View Case section.
File naming and size: Please use the following format for the filename: LastName_FirstName_CV. Limit the file to a maximum of 5 MB.
Copy of Registration, License, or Certificate
If you have been registered, licensed, or certified with any health profession regulatory body, you will be able to upload a copy of your registration document.
This step is optional. However, if you have been registered with a health profession regulatory body, a letter of regulatory standing is mandatory (see Proof of Professional Registration, Licensure, or Certification).
Submission method: After you apply for a PLA in the CAMLPR Flexible Pathways Applicant Portal, you will be able to upload a copy of your registration, license, or certification in the Upload Documents and View Case section. A clear, high-quality PDF file is preferred.
File naming and size: Please use the following format for the filename: LastName_FirstName_Registration_IssuingBody. Limit the file to a maximum of 5 MB.

Evidence of Continuing Education / Professional Development
If you have completed continuing education or professional development in medical laboratory technology/science within the past five (5) years, you may include documentation of this experience as part of your PLA application. This information can help demonstrate your currency of knowledge and skills.

Translations for Documents Not in English or French
If any of your documents are not in English or French, they must be translated by a professional translator certified in Canada.
If CAMLPR receives documents in a language other than English or French, you will be notified and required to arrange for a certified translation. Both the original document and the translation must be submitted directly by the translator to CAMLPR. For full details, refer to Document Translation requirements.
Submitting Alternative Documentation
If you are unable to obtain required documents due to exceptional circumstances beyond your control (for example, war, natural disaster, closure of an institution), you may submit alternative documentation, such as:
- Sworn affidavits
- Statutory declarations
- Third-party attestations
Alternative documentation must be notarized in accordance with CAMLPR’s notarization requirements. For full details, refer to Notarization requirements.

Time to Gather Required Documents
Gathering all required documentation for a Prior Learning Assessment (PLA) can take several weeks to several months, depending on your individual circumstances. Factors that may affect the timeline include:
- Processing times at your former educational institution(s), clinical placement sites, or employers
- Credential evaluation timelines
- Language proficiency testing and reporting
- Delays in receiving official letters
Some institutions may require formal requests, consent forms, or fees to release records. Applicants are responsible for any associated costs.
It is strongly recommended that you begin gathering your documents as early as possible and contact relevant institutions directly to confirm their processing timelines.
Outcomes of the Prior Learning Assessment
Your PLA report will provide results in each field of practice you plan to work in. You may have different outcomes in different fields.
Substantial Equivalency Demonstrated
If your education and work experience meet Canadian MLT standards in a given field of practice, you will be eligible to register for the CAMLPR field-of-practice exam in that field. This means:
- You can proceed to exam registration for that field of practice.
- No formal Education Plan is required before writing the exam.
Gaps Identified
CAMLPR will provide you with an Education Plan for that field. This plan must be completed through an approved education provider and reviewed by CAMLPR before you are eligible to write the competency exam. This means:
- You will receive a plan based on your gaps in knowledge or experience.
- Once your plan is complete and approved, you will be granted exam eligibility in that field.
Mixed Outcomes
You may be deemed substantially equivalent in some fields of practice and have gaps in others. In this case, you can choose how to proceed:
Option 1: Write exams in eligible fields first
- Write exams in fields where you have been granted eligibility.
- Complete your Education Plan for remaining fields within the required time frame.
- Write the additional exams once eligible.
Option 2: Complete all education first
- Finish all required Education Plans before writing any exams.
- Write all your planned exams together once eligibility is granted in each field.
The Flexible Pathways process gives you the choice to move forward in the fields where you are ready while continuing to build competency in others.
Next Steps After Your Prior Learning Assessment
Once you receive your PLA report:
- Review your results to understand which, if any, selected fields have substantial equivalency.
- For fields with equivalency: Register for your field(s) of practice exams if you would like to write in the next available exam session.
- For fields with gaps: Review your education plan and complete the required courses or programs. Upon completion of your plan, notify applicants@camlpr.org so that CAMLPR can review your program completion.
Appeals
If you disagree with your Prior Learning Assessment (PLA) decision, you have the right to appeal.
Appeals must be based on grounds set out in the CAMLPR Appeals and Appeals Process Policy. Appeals must be initiated within the timelines set out in the policy, which is within 30 days of receiving your PLA report.
Appeal Options
There are two different appeal processes, depending on your situation and needs:
Option 1: Reconsideration of PLA File and Decision
A reconsideration is conducted by the CAMLPR Executive Director or designate. A reconsideration involves:
- A review of your existing PLA file and decision
- Re-evaluation of all materials already submitted
- No new documentation can be submitted during this process
Option 2: Appeal Hearing
An appeal hearing is conducted by an independent appeal panel. An appeal involves:
- A review of your existing PLA file and decision
- Opportunity to present your case in a formal hearing
- New information or documentation to support your case can be submitted during this process
How to Initiate an Appeal
- Review the CAMLPR Appeals and Appeals Process Policy to ensure your appeal meets the required grounds.
- Submit your appeal in writing within 30 days of receiving your PLA report to applicants@camlpr.org.
- State which appeal option you are choosing (Reconsideration or Appeal Hearing).
- Outline the specific grounds for your appeal.
- Pay the appeal fees as specified in the Supplemental Fees table.
After You Initiate an Appeal
- Reconsideration: You will receive a decision from the Executive Director or designate.
- Appeal Hearing: You will be notified of hearing procedures and timelines.
Prior Learning Assessment FAQs
What can I provide as proof of language proficiency?
The only forms of evidence that meet the language requirement are listed in CAMLPR Language Policy (I-03). Acceptable and unacceptable forms of evidence are described here.
What if I started my Prior Learning Assessment process with CSMLS?
If you have an application history (prior learning assessment (PLA) or exam) with the Canadian Society for Medical Laboratory Science, please review the CSMLS to CAMLPR Transition Guide.
If you start your PLA process on or after June 1, 2025, you will apply directly through the CAMLPR Flexible Pathways application portal.
Can CAMLPR provide advice on immigration?
CAMLPR does not provide immigration advice or services. If you are not a Canadian citizen or permanent resident, you may need a valid visa, study permit, or work permit to enter or remain in Canada. For details, visit Immigration, Refugees and Citizenship Canada (IRCC).
